Am I correct in thinking that in order to move units from the UK to Egypt I have to transport them by sea and there is no Operate option (which I think I read somewhere or misread). Transport by sea would be the obvious answer

Yes, but air units can be instantly "teleported" the entire way.

Note using Naval Cruise will give you x2 as much movement if you are in a hurry to get any land units over there. IIRC it takes 5 turns.
