All other things being equal units with research advances have a definite advantage. 1. So is it preferable to throw all your precious MPPs into research advances (with a delayed payoff), buy units for numerical advantage or temporize and do some of both? 2. As an example, after Poland Germany can sink money into valuable research or spend it operating units to the French border for a quick attack. How can you be sure in this or any case what is the right move? 2. Another case. U.S. with its delayed entry can put just about everything in the research category to good use. Do the research or build up for a quick response upon war entry? 3. In other words, do you do the research if you want to fight a long game or blow it off if you are hoping for a quick victory?

So not an expert but here are some thoughts:

1. Depends on the country and overall strategy. Generally you need to balance them to some extent and there are certain techs that you almost have to get. France/China/India/Italy all don't really have enough income to invest much into research. Germany/Japan try to balance research and units as they need to quickly take territory while planning for the long term conflicts with USSR/USA. USSR/USA mostly invest in tech until they get close to joining the war then buy some units.

2. Depends usually how quickly you want to invade Belgium/Netherlands/France and if you want to do it before Spring 1940. Either way there are some key techs that you need to focus on as soon as you can like infantry/tanks.

3. Its usually a balance but depends what strategy you are pursuing and there isn't really an easy answer.
