You have always to return the CONV which need to return to base or the green light will not come. However, the matter is why those conv had to be returned to base. According to the mwif procedures, if I am not wrong, you should not need to be asked to bring those ships back unless you cancel the "Sentry" status that they acquire when they reach any sea and stay there. The matter is why those conv had a different status. Normally I would say maybe you accidentally changed the "sentry" status, but the last patch has made a lot of bad things to convs and not only convs. For instance, I decided to return all my Atlantic Ocean convs to base because of the strong presence of GE subs that I could not counter at the moment, theoretically if I cancel the sentry status, the conv need to change status to RTB but some did and others changed to "stay at sea", dont know why, and I was not able to remedy this. That's why I say something wrong happened with convs the last patch. Also, when removing the last conv (that could RTB, not those that the game wouldnt let me RTB) from a certain sea (Central Ath, ,I believe) the game kind of hanged, there was a symbol like the game was working but it didn t move forward, maybe in 5 minutes, the game was moving swuiftly earlier. We could not go on. With the AM player I had 2 transports needing 2 "seas" and 3 "movements" to reach USA coast and both had 3 "seas" and 4 "movement" so both should be able to reach,,, but the game hanged too. We tried a lot of savegames going back phases to try to solve it and we couldnt, so we had to uninstall all, install the game till the previous hotpatch and return to a savegame that was compatible with that hotpatch, we were lucky we still had one. We only lost like 6 hours of playing and had to start like 2 hours of play backwards but we could go on. I reported the bug but it seems to have passed unadverted. Take an advice, go back to the previous hotpatch and everything will be solved for your CONV.
