I'm sure I'm just missing it in the manual but...

I'm not sure how to create depots in hexes which are occupied by units. The right click menu comes up if there's no unit, but if there is, it does not.

You can click on the hex and then use the small icon in the top that allows you to create a depot (in a hex that is already a location). Otherwise, don't left click on the hex where you want to build the depot if it has a unit in it. Just scroll over it and right click and you should have the option if the hex is a rail hex.

Ah, the little brown triangle. Didn't see that. I think I'll use it from now on as the right clicking was causing mis-moves.
