I am having trouble completing the setup of Yug units after Germany and Italy DOW. Get MadExcept placing Yug land units.

If I place the Yug HQ as the LAST unit it lets me progress the game, but then if I then proceed to Align Romania, I get MadExcept during the setup of Romanian Units.
