I was expecting to see at least a garrison for purchase.

You get a DE shortly afterwards that will grant a below normal cost GAR unit.

Just to add that units can only be directly purchased if its country is on your side, i.e. allied to you, rather than surrendered to you.

Though as Taxman66 has said, in this instance you should have an opportunity to deploy a Garrison unit there shortly for a cost in MPPs.
