I haven't been playing DW Universe - game, but I'm very interesting in DW 2 and that's why I have a question:

Do DW 2 have manual/tutorial/wiki/in-game-encyclopedia for DW-beginner to learn game?

DW2 is stil in development. As in: The Closed Beta is running right now.

DW2 will be much like DW1 so there will be an in game tutorial and 'galactipedia' that lists all game functions and no doubt new beginner guides will be written about DW2 once it launches. Until then you can peruse some existing beginner guides for DWU as the game mechanics are going to be very close.

I would strongly doubt that site is offering legitimately acquired keys, even with the current discout for DWU.

Oh? I use that site all the time for keys and they always work? I thought steam keys are legal? Is there something I don't know?

They're selling keys for less money than the developer. And I mean ludicrously less money than the developer.

Which means that one of the following must be true; their business model is to run a loss on the keys and make their money in other ways, be it by advertising or otherwise exploiting your data, or they acquire keys through some method of shenanigans or another that, if the developer and publisher could track the keys they probably would result in legal issues.

I sent a ticket in to steam support asking about the legality and they said any keys bought from a reseller site are legal to use. I would assume if any shenanigans are at play they would have mentioned it and for a key to be generated a copy had to have been originally sold. This is why I'm confused. Could elliot or erik explain further?

The problem with most pages than sell keys cheaper than stores (like Steam or GoG) its than they adquire their keys by ilegal means, if you want to know more feel free to checkout the Factorio Case

Thanks for that link. Odd that if its such a grey market rife with fraud that steam would be ok with it since they are losing sales too and also ponying up bandwidth for the downloads.

Well, idk how "rife with fraud" it is, but key resellers are just that, they resell keys. Usually by buying low selling higher. Perfectly legal. There are times when games go on sale to very small prices so people buy in bulk then and resell them later. The "issue" would be potential sale loss in the off-season when games are not on sale, but it's debatable. At least that's my understanding of it. If Erik or Elliot would like to chime in with more details, i'm also interested.

I basically use them for games you can't buy anymore like Deadpool and old games that no longer are put on sale anymore and were left at a high price. I buy new games either full price or wait for the first sale if the launch was a bit rocky and allow time for enough patching. Steam has so many deep discount sales that you can typically pick up last years hits for 75% off or more with the lesser known titles 90%+. Steam sales are evil because I have over 300 games in my library from impulse purchases and even if I tried I don't think I will ever be able to play them all to completion..

Steam doesn't care because bandwith is cheap and they already got the money from the purchase. Besides, the only thing they check is 'is this a valid Steam game key?', and so long as the answer is yes, they can't really do anything. It's not as if they know which purchases are done with, say, a stolen card when the purchase happens, and yanking codes is something they leave to the publisher or developer, they are just the intermediary store making the sale.

Overall, Steam's business model finds the costs associated with having to occasionally yank some codes and refund money inconsequential compared to the effort that would be needed to deal with illegal reselling practices.
