Is there anyway of modifying the Division-Level Range Damage Modifiers?
Or the Brigade-Level?

For example, artillery has a Division Level Modifier of...
Distance: 1 -> 12
Distance: 2 -> 8
Distance: 3 -> 2
How can I mod this?
