Colombo port/AF explosion/partisan attack??

Started a allied RA campaign again AI.

Not sure what happened at Colombo, but all of the sudden in late Dec 41 the port and AF (runway) went to 100% damage. The AF came down to 90's but wtf happened? That location was not hit by any Japanese air or ships. The only think I can think of was the garrison has been 10/100 for a while, so maybe the port/AF got sabotaged by partisans or something?

When I get the garrison back to an acceptable level, the port can start repairing? I have some eng there in the base force.

If the requisite assault value is not kept to garrison a base that requires one, then the base facilities and industry are all randomly subject to damage. This includes damage to ports and airfields plus supplies, fuel oil, and resources.

Like everything, there is an RNG involved. In this case there are two (at least), and they are explained in an Alfred post which I can't find anymore. That level of damage suggests a really bad die roll.

Was there any damage to the repair shipyard?

Partisan attacks due to insufficient garrison are recorded in the Operations Report and are easily verifiable as the source of the damage.

If the answer isn't found there I would start wondering if there are any volcanoes on that island.
