Any reason why I cannot save the Burma oil in Mandalay? All hexes are CW except the partisan in Rangoon. CW is not at war with Japan, not that that matters.

I figured it out... I was able to do it with "where to", rather than "save" command, which is weird as I have never had to do that with an oil that was not aready set to be saved somewhere else.
