Very annoying indeed, but to me this makes perfect sense.

Since they have no MP's left, they must have just arrived in the hex.

The way I see it, the regiments need to get organized before they merge again. Wich takes time/MP's.

The annoying part for me at least is that you can't put other units in the hex because of this.

Thats kinda how I thought about it at first. But putting those units back into a division doesnt take any mp's to form. So why have a rule where you need as least 1 mp. I find you waste enough mp getting them all into one loction already.

Maybe to get organized you don't need to spend MP's but you do need to have MP's available ?

Makes sense right ?
Imagine this, you just arrived on Sunday and are still unloading trucks etc, or maybe you just finished unloading.
Next day at Monday (so next turn) you get organized and get ready to move as a division.

In a way MP's represent time, right ?
I guess organizing doesn't take a MP because 1MP represents too much time for this purpose?
It maybe would take 0.5MP's ?

that's intended and that's good.
You also need to have MP left if you want to build up rifle divs into Corps etc.
See it this way: unit moved a long ways, troops are exhausted and need rest. No power to fiddle with paperwork to reorganize

Ya but in reality, three regiments would have there own line on the front (or rest location). They would never combined back into a division in one spot. Its done in the game so your not controlling every single reg in combat as that would be a lot more counters to move around.

You have to pay the piper. It is a cash and carry world. No credit. No stealing from Pete(r) to pay Paul. WAD.

Its game-magic. In this case, it is not unreasonable.

( much bigger issues than this )

To take some time to go from 3 regimental "march/assault" formation to full division march / assault formation does not seem unreasonable
