Cannot find a rule within the manual, but whenever I release a Flak Unit from a City, Town, Airfield back to its HQ by deselecting the X button under the assigned tab, it is costing 15 AP.....Is this correct?

WAD I'm afraid

best is not to attach to cities, if you really need to defend a city hex (very rare), put a HQ on the hex and then allocate AA to that HQ

Or use the city to city transfer which is a much cheaper way to move flak to key spots. Once in a city, it is expensive to take it out (political pressure to defend cities).
