Bombing units generally but not always have a bombing accuracy expressed as a percentage, what influences this, how significant is it and how do you improve it.

I played a scenario last year where at the time of Midway my DB would have struggled to hit the Pacific, let alone three carriers in a day, how can I improve this?

My immediate thought is training the DB squadrons in Naval Attack, but from memory these had a 70% + experience, what do people suggest?

I am certainly no expert, but I do recall a posting from Alfred that said that the bombing accuracy % you mention really has no impact on the results. I have wondered why the figures were included if they have no value, but this is a complex game and I don't always get the logic behind why many things are included.
As for improving accuracy of your attacks, you are right in that the experience of the pilots for the missions is key. Training the pilots is what is key. Naturally, other things like weather and commander ratings have their part in the equation.

Some things in the game are there for "flavour", to give the player the feeling that things are happening. Bombing % is always higher than can actually be achieved but it helps give the idea that the unit's experience and skill is building up.

Some of the messages during combat animations are also just "flavour". For example, "Damage to Fire Control System" does nothing to throw off the enemy's aim, as far as I can tell.

I always assumed the bombing percentage was a historical result not a skill.

It just shows how good your unit has been in past hitting targets. It has no effect on current/future attacks.
