Pacific '41 scenario.
I have a 7-5 Chinese unit in Canton. It cannot move into Hong Kong.
I'm wondering if it's a British/Chinese cooperation issue.
So I displayed invasion hexes, and there is nothing even close (China has all of the coast nearby.)

How do I liberate Hong Kong?

It is a cooperation thing.

But I know how to fix that in the scenario. Just make Hong Kong Chinese owned and UK controlled. Gotta test to be sure it works right.
