I tried moving an Axis ship on the loop hexes and got a message that they didn't work. Had no idea that was the case, maybe I missed something in the manual? I guess that is the case for all naval loops? Even if say the Axis conquer Egypt and the Middle East?

Correct. Naval loops are good guys only.

Ok, it would be good to add that to the manual if it isn't already there (I didn't see it).

It should be in the scenario notes. But it isn't so I just added it.
