It should be perfectly normal to move during the night phase as well, just with a very limited visibility and penalties to combat (attack) dierolls unless using flares etc.

By second French scenario, do you mean Blood and Coal - Mao Khe, or Day Bataille #2?

Gotcha.

Some of the French units there start their battle being Fixed into their positions. You can use Highlight > Fixed Units to see which ones those are. In Unit List, there's a little red (F) icon to indicate Fixed status at unit level.

As why they are fixed, they propbably historically were slow to react to events that took place. When you see friendly Fixed units, you can have a look at Release Dialog to see when they are released. In this case, as of turn 4, there is an unknown percentile dieroll to relese them.
