I started a new game of StB, with the newest version of the game. The scenario starts with the Soviets having 3 active Assault HQ, but the max they should have is two. As long as you don't change their status, you'll have three assault hq. If you take one off assault, you can't put another hq on assault until you get another assault hq allocated to 3 max.

Yes, when we made the rule reduction to a max of 2, we assumed the Stalingrad Front would have the AHQ designation removed. But given the rule change, the designation for the WF is worthless given how overloaded it is. As you've pointed out, you can remove the designation but you won't be able to add more over the 2 max. It is possible for the scenario designer to assign more at the start, so I'd just play it as it is. You can always make a house rule if you want to agree to have the Soviet player remove one of the AHQs on turn 1.
