There doesn't seem to be a way to change the line width of the Hex Outline grid (the Ctrl+X hex grid) through in game options. If this is indeed the case, is there a file I can edit and how would it need to be edited?

Sorry, but there is no way to change the hex outline width. You can change the Contours width (and color), but the base hex outline width is hard-coded.

Oh, that's too bad. It would have been nice to be able to make it slightly more pronounced, and for it to auto scale with zoom would have been a plus.

Well, thank you so much for your help... I'll continue playing with some W/A ideas.

With CSME 1.00 (or was it CSME 2.00?), I lightened the hex outlines. I suppose if we can have options for Contours Width & Color, we might provide options for Hex Outline Width & Color also. No promises, but I will consider it.

I was able to create a very acceptable alternative solution that I'm happy with.

It may be scalable through all 2D zooms, as of right now I've only tested it with the highest zoom... I like the results though.
