If the Major power that controls a specific Minor surrenders, what happens to the Minor. Does it get a new controlling Major? If so, which one? If not, does the Minor surrender too?

For example, if Romania is in the war on the Entente side and Russia surrenders, does Romania acquire a new Major - say France? Or does Romania surrender?

Romania retains Russia as its Major, it won't surrender (unless scripted to do so) but will struggle for income now and so it will be very vulnerable.
