If the Variable Condition for an event script gives a range of (2, 4) for one enemy units to trigger the script, does that mean the script fires if an enemy unit is either 2, 3 or 4 hexes away from the condition position? What happens if the enemy unit is only one hex away from the hex in question?

Anyone within 1 hex would trigger it.

If 2,4 is used, then in some turns the engine will only search up to 2 hexes, in others 3, in others 4, it's just to add in some randomization to the triggers to prevent predictability.
