Also figured this one out too - a MT that attacks a sub in a port will bypass the port and attack the sub directly. I guess that may be intentional, small boat hit and run attack? Could be handy to disrupt amphibious units preparing for a Sea Lion, perhaps? Is it actually safer for the sub to be attacked out at sea, or does the Port still provide some protection bonus to the sub (looks like the port provides 2 defense bonus vs. Naval, I think, but presumably the sub can't dive to escape attack)?
