Hi there, in the attached file, The USSR's MTN seems to be able to move irrespective of German ZOCs. Is this correct?

I can't check netplay games. But is the USSR at war with Germany?

RAW:

ZOCs don�t extend:
(...)
� into a hex controlled by a major power or minor country, on the
other side that the unit is not at war with;

ahh! I can change the file type easily enough... but no the USSR is not at war with Germany Germany denied Bessarabia and sent volunteers. The German Corps do not seem to be exerting ZOCs

No bug then. It works as it should. The Romanians should exert ZOC, but not the Germans.

Edit: Clarification. As mentioned above the German ZOC does not extend into Soviet controlled hexes since Germany is not at war with USSR. Thus the German ZOC does not affect Soviet units. The German unit do exert a ZOC. Just not into Soviet hexes.
