I'm playing a British Long campaign and lost a bunch of Cruisers in the first battle. I got a draw (a miracle in it's own right, I can only thank rocky terrain for a last stand by my infantry). Consequently, I only got enough rebuild points to repair and replace some of the more important units. So the second battle goes much better and I pretty much roll over the Italians in North Africa, but I still get a draw. Do destroyed units from previous battles count against your victory points (or for your opponent) in later battles?

Well, it depends on how well you were doing. Do you remember your victory points ratio in the second battle? 2:1? 3:1? ...?

AFAIK no. Only the destroyed units of the last battle count. I.e. your destroyed cruiser starts as a wreck or only with the crew. So it can't be destroyed in that battle and thus doesn't count for your opponent.
