In the old SP you could choose one of these 3 options for troop quality when selecting your core force. I suppose in SPWAW I need to adjust the numbers on the preference screen, but am unsure.

I want to have nationality effects in place but to try with some green troops. How should I adjust this ?

First, have "National characteristics" turned ON in the preferences screen.

About 'selecting' troop quality, is more about how you spend your points. You can always buy green conscript units, or elite commando ones. To get a "green" commando unit or an "elite" conscript unit is tougher if you're not playing a campaign. I guess you can set a base experience but I never look for this so someone will have to fill in on the details.
