Where exactly can i deploy minefields in a campaign game?

Anywhere from your start line (inlcluding the flag hexes) back to your rear areas.

Edit- you can have engineers do it anytime and anywhere they are at by changing their task in the unit info menu. You will see a spot, in the left hand column of information, that says "Clear mines to front of unit". Click on this until it changes to "Place mines to front of unit". They will then begin laying mines in the hex they are facing.
