Yes, but this doesnt solve the problem, if France needs without bidding 400 VP at the end of december 1815 or before, the game will finish maybe before this date if FR plays reasonably well or the other players fail to stop france or doing diplomacy among them. either for GB. So, in a normal game, FR should start with 400 VP to win PLUS the bidding, that could be from 20-40 easily...so this makes a huge diference!!! So, if we are not going to be able to change the VP at the start of the game, I sugest that MG increments this base VP for the Grand Campaing acording to the "regular" bidding on them. P.E. Usually the most wanted countries to play and the ones more easy to win with are FR and GB. So, add 10% to these countries total VP to win a GCG. Then, I guess, from my experience, RU, so, p.e. +7% to his total VP PR, AU and SP, maybe an extra 5% and TU 3% In our last game, we select the countries by draft and we modified the total VP for each country by this rule. Starting at 10% for the highest VP value (FR, 400 is changed to 440), down to the higher value (GB if I remember correctly) +9%, till TU the lowest +3% But this are just ideas to avoid playing with the total VP without changing, because IMO this will alterate the game balance.
