Sorry all...case closed. A gamer friend told me what we were doing incorrectly re: Uncommon Valor PBEM. Each player must save his game file TO A DIFFERENT SAVE GAME SLOT. If you both use the same slot, the files are all in there but the Save Game screen will only show the first game saved to that slot...when I moved my old game turns out of the Save game folder and then reopened the game...my opponent's file magically showed up! So we were doing it incorrectly. The lesson here is to assign a save game "slot to each player" and use the same slot each time overwriting the previous file in the slot. Since the Combat replay file automatically defaults to Save Slot no. 1, it makes most sense for the Japanese Player to be Slot no.2 (Slot 1 Combat file, Slot 2, Japanese) and the US player assigned Slot no. 3.

Sorry to be so dumb...haven't played a game with "Save slots" since the old days of the old Steel Panthers so I forgot that there could be more than one file in the same "slot." In the HPS games and Talonsoft games you don't save to "slots" you just save to a save folder and name it whatever you want...and the players just "pick it" out of the game folder...Thanks for listening and I hope this helps any one else who might have been having problems.
