Just a copy of the calculations for the spillage limits per base size; may be useful for someone that hasn't calculated that yet:

Airfield + Port ---- Fuel Limit
0 ---- 1,000
1 ---- 2,000
2 ---- 5,000
3 ---- 10,000
4 ---- 17,000
5 ---- 26,000
6 ---- 37,000
7 ---- 50,000
8 ---- 65,000
9 ---- 82,000
10+ ---- unlimited

Airfield + Port ---- Supply Limit
0 ---- 5,000
1 ---- 8,000
2 ---- 17,000
3 ---- 32,000
4 ---- 53,000
5 ---- 80,000
6 ---- 113,000
7 ---- 152,000
8 ---- 197,000
9 ---- 248,000
10+ ---- unlimited

There is no spillage for oil and resources (there's never enough of these, anyway).

As the spillage calculations are performed after the load/unload and overland supply movement, it is quite possible to over-supply a base and still avoid spilling, if the base has road access to other bases in need. Didn't test that myself, though.

Isn't the word Spoilage? Spillage is when you spill coffee or other liquid

Yeah, I like that bookeeping stuff.

I tell you, it's **MUCH** safer to count how many oil you have around rather than raiding the Marianas with the Enterprise.. :)
