In a PBEM game the japs were long range caping Port Moresby, US had cap up over Port Moresby, but transports flying in from Cooktown were still turned away.
Both cap forces seemed to ignor each other and transports cant get through.

This seems like a Bug to me.

I agree this is incorrect but it's working as designed therefore not a bug.
