Ok someone please explain to me slowly and at the lowest level how to chnage a base from one HQ to another.

Hi, Have the required PP
Have a unit from the HQ you are changing to located at the base.
Make sure the base is under human control.

If this does not work send a save to the bug reporting thread.

I thought this was a known bug and was going to be fixed in the next patch.
