When you enter the deployment phase, and choose to do it yourself, the computer puts all of your forces along one or the other sides of the map, A0 at the top and the rest of the units in order from top to bottom. Of course, you don't want to fight from those positions, so you can move the active unit to a better position by clicking it and then clicking the hex where you want it. You can only put the unit on your side of the map, or use special forces to infiltrate or load some units in a vehicle or a plane for air insertion. I think in the scenario you mention, it is not clear that your setup area is the southeast corner below hex line (xx, 68) or so (if you put the cursor over a hex, it gives you the hex number). I never let the AI deploy my forces. During this phase, it is also safe to move a unit along the border of "no man's land" and sight into the enemy area. In some scenarios, you can see enemy units this way, and target them for artillery barrage.
