Need a little bit more info to go on...

Are you trying to dump guys at some of those British bases along the coast of India? Some of them are Port(0/0), and you can't drop guys there (or even supplies). Not sure why you can't go "over the beach", but that's the way it is (I had the same issue). You have to drop the guys a nearby port (at least size 0/1), and they can then march to the destination hex.

The size zero ports WILL unload supplies, but not fuel and they unload troops as well, I have done both.

You can also land troops "over the beach" at non base hexes. Helps to avoid heavy fortifications. You will pay a penalty for doing so, but it can be done.

It worked for me when I landed 1 hex above Naga in the PI. Cut off those 2 divisions bigger than you know what. Have not had the chance to try it again, but it should work.

I tried it against the AI on a turn 1 start just to try it. It worked.

I have not tried to unload any supplies over the beach though. Just troops.
