Hello. I just had this idea from reading the reinforcement possibility thread, I am posting it here as I thing it merits it's own thread. What about including all of the major warships of the RN in the game, and assigning them to a off map port called "European theater". I envision that this off map port would work like the Western/Mediteranian fronts in War in Russia. i.e. if the RN was to withdraw too many ships from this pool then bad things happen, like aircraft production is cut in half, Japanese get lots of extra VP's, Delays in receiving new ground/air units, etc.. This port would have to have a certain minium/maxium unit requirement, to control the occurence of historical events. eg. There is a maxiumun no of BB's that count towards fulfilling the garrison requirements, BB's assigned in excess do not count for garrison; If for example, the minimum requirement for BB's was 4, then if the player ever let the no. of BB's present in the port fall below 4 then the japanese would get a VP bonus, reflecting the delay in European operations due to a lack of Batleships for invasion support. Each extra BB above 4 would slightly increase the odds of a favorable event occuring untill the maxiumum limit of, say 8, BB's was reached, BB's in excess of 8 do not do anything except possibly be avaliable as spares to replace a BB lost through a random event. Oh yes, also have random events that cause dammage, or loss of ships in this off map port to reflect the casualties taken in fighting and accidents. The RN player would receive notification of such an event, and depending on the current garrison, may have to withdraw ships from on map to cover the minimum garrison requirement. Also the minimum/maxiumum garrison requirements could be varied with time/events to reflect the need for ships in the ETO. eg. after the "D-Day successful" event, the garrison requirements for BB's, CA's & CL's could say, drop to 1/2 of pre D-Day, as the are no longer required for bombardment duty This idea is simillar to how World in Flames handles RN ship assignments when only playing a two map scenario(ie either ETO, or Asia/Pacific)

This is sort of how War In Russia does things with German Panzer Divisions and the other fronts not modeled. What I think would be simpler (as there are many more ships than just BB's to worry about!) is that for each category of ship (CV, BB, CA, CL, DD, etc..) you would get a certain amount of 'points' you can allocate a week/month for ships being present in the Eastern Fleet. You would have access to ALL ships in the RN from December 1941. HOWEVER, each ship will have different point values from every other one, reflecting their strengths. So, Ramilles Class Battleships will cost a heck of a lot less in points than a King George V Class Battleship would. This would give the player a choice of wether they want a large fleet of old ships, a medium fleet of mixed ships, or a small fleet of new ships. Possibly the points system should be based on all of the other fronts (ie. Medeterranean, Atlantic, North Atlantic, etc.) so for certain turns a certain point value of ships will have to be sent to these bases, leaving the leftovers free to be sent to the Indian Ocean. Losses would occur in these theatres based on historical actions. This would restrict the RN player from using their fleet too wildly, as, any loss would result in troubles finding replacements for other theatres and would only serve to further weaken your fleet when time comes to fill up a gap. This makes it less random and hazardous for a British player.

I think the system also needs to take into account WHY the British needed the ships in the ETO. For instance, if the pourpose is to maintain a surface combat superiority over the German heavy ships, then there is no way all the KGV class will be sent east, no matter how many R class or Qe class you are leaving there "in trade" because the slow BBs have no ability to meet the need. The arrival and departure times of the RN in PacWar are based on a number of factors, including the Japanese raid on Ceylon. Even if the raid does not occur, the R and QE classes are removed to Madagascar at the time of the historical raid. This is clearly not the best system. Better would be to have a certain requirement in the ETO which would fluctuate depending on events. You could commit more air, sea, and land power to the ETO in hopes of finishing up there quickly and getting reinforcements early, or you could strengthen the east at the expense of the ETO and see things there move more slowly, with the result, perhaps, that the historical 1945 buildup never occurs. I like having some control over this (even though it is ahistorical), but I don't think that the Allied player should be able to select which ships out of the entire RN he/she wants. The East was priority number 4 at best (after Home Fleet, Western Approaches and the Convoy routes, and the Middle East and Med), and the CinC Eastern Fleet got what was not needed elsewhere.

I have to lean toward simplicity rather than availability on the RN ships. Some player input on RN ships would be nice. But with this game's enormous size and its potential for gaming nirvana, I view RN "side-shows" as insignificant compared to other factors like the computer's AI.
