Just wondering if there's a list of (more or less) standardized house rules for PBEM play to minimize gamey exploits, and if so could someone please direct me to it. TIA.

just one port attack on turn 1 (PH or Manila or Singapore - allied player dont move ships from port selected for suprise attack). Of course, if you select non-historic start.

With the new patch (1.3) Manilla is not worth attacking as all but 4-5 of the subs are now at sea..

No, thats pretty historical - the majority of the Asiatic subs were out on patrol at war's start... Very few were tied up at Cavite.
