Firestorms can be started in any city with industry.

Actually fires are started by bombing manpower centers. The fires can then damage or even destroy industry in the hex.

Well, I was actually bombing the ground units in the taiwan hex with B-26s, I have b29/B24 bombing manpower/industry in Japna and have not had this result yet.
