Campaign 42A? (1may42 ->) as allies, fresh start under 1.30.

I don't know if this is by design or a bug, or if it was present in 1.21- or not:

At the beginning of the game there is one leaderless chinese unit in every stack (commanded by WO 0/0) of chinese units.

This also happens in Scenario 7 with Russian land units mainly during the game itself. Disappearing leaders bug revisiting?
