If I can use political points to change troop headguaters, why I cant use political points to say "All navy pilots go first in the CV use, and if i want i can use 15% of Navy pilot pool in land fighter croups. No one is not so stupid leader to use best pilot in float planes and use 37 points pilots in CV.

Yes, keeping trained pilots in your CV squadrons is a challenge. You must keep them set to "no replacements", and give them replacements only by disbanding other fully-trained air units into your CV squadrons.
