If you are playing Allies, there is nothing to do for production. This is just a Japanese option. The only thing the Allies can do is to make sure they have oil and resources present for their factories, and this is generally only a problem for Australia (aka Oz). So, get as much oil and resources to Oz to help their production and deprive the Japanese of stuff they need. AKs work well for transporting air units as noted. You may want to divide air groups (not squadrons) when you transport them to avoid having everyone sunk if a sub shows up. At the beginning of scen. 15, i don't think there are any air units available except as West Coast Command in the US. In order to use these, you need to transfer them to CenPac, SWPac, SoPac, NoPac, SE Asia, or something. Don't reassign them to another restricted command or you STILL won't be able to move them. Other restricted commands include West Coast, USAFFE, ABDA, Canada, Australia, New Zealand, etc. If you reassign to one of these, you have wasted the Political Points. Good Luck!
