I am trying to upgrade S2/16th Chutai on CS Mizuho, but I keep getting an error that says "Not enough supply at base and HQ too far away". What is odd is that I can upgrade the DI-1 Daitai (A5M4 Claude squadron) which is in the same hex and shows the same HQ for the air group (Independent).

Anyone have some thoughts on what is wrong?

The HQ for air upgrade is the the HQ of the base where the air group is.

Find the location of the HQ for the base the Mizuho is in.
a) Does it have 20K supplies?
b) Is it within transfer range of the aircraft on Mizuho?
[section 15.2 of manual]

That was it. When I changed Palau to be 4th Fleet, it worked. The super high range of the A6M2 was reason why the Claudes could upgrade. Thanks. Next time, I will RTFM.

This is the standard problem with most of Southern Area bases ... it starts with the HQ up at Saigon which is a hell of a long was from bases like Palau.

Should you dock your CV's there for aircraft, they will have a group formed in Saigon due to being outside the 21 hex range and you'll have to go get them.

a) switch your base over to a closer HQ

or

b) dock at one of the other islands that happen to belong to Southeast Fleet like Yap (right beside Palau)
