The scenario editor sets up the scenario stats: number of turns, pilot pool, map size, production on/off, etc... The database editor allows you to modify the devices, aircraft, ship classes, locations (bases and LCU's), air groups, ships, leaders and pilots. There is an editor manual, located in the manuals folder. I suggest you read it first before trying to create your own scenario. You might also want to check out the scenario design forum for some helpful tips.
