At what rate is the AI building and replacing new units? I don't think it's cheating or anything, I just think i'm doing something horribly wrong as the French because the Austrian army is my size or slightly greater after taking about 80,000 casualties to my 20,000 over a course of two turns.

The AI does 'cheat' - it gets economic bonuses at higher levels of difficulty. At lower levels of difficulty, the bonuses are actually in your favour. (Difficulty does other stuff too)

What you are seeing, though, is probably just a superior concentration of forces: you have lots more divisions, just in different stacks...

At the start of the game, Austria gets 36 divisions, and France 78, and the AI can't pump out anything but militia (and it would be very strange if it did that).
