I take it all unit got a base morale when build modified by draft moral somehow? I see when I moved men from militia to units in need of reinforcment that the morale does not go beoyond a suden point, so I take it militia will always have low morale. Anyone got any tips on how to improve units morale besides fighting?

Actually, when you create a unit, its initial morale is based on: (a) nationality (b) level of barracks where it is built (c) unit type [lower for militia and irreg, higher for guards and lancers]. So: - sometimes you should turn a conquered into a protectorate - if it creates troops with a much higher morale... - improving barracks will help quite a lot.

To improve the morale of a division after it is built:

1. Make them have some room in the division for high quality reinforcements. As they refill the division, they will raise its morale.

2. In theory, transferring in men from a higher morale unit should raise morale to, but IMHO that feature doesn't work. [Divisions seem to keep their morale when you manually transfer men. You can 'refill' an elite Infantry divisiion from militia and its morale is unharmed! This is an exploit/bug.]

3. You can get a higher morale going into battle by achieving Empire status - that 0.5 increase is a big help.

4. In battle, rally frequently to recover morale (preferably with a leader, since they enhance the rate of morale recovery) - there are advanced that amplify this.

I found a file that showed the base morale for all nations in game.

The major nations are:
Britain 6.5
France 6.0
Sweden 5.0
Prussia, Austria and Russia 4.5
Spain 3.75
Turkey 3.5

I take it that if you have a minor nation under your control that could make units with better morale then your own troops...like switzerland with 6.0 moral

Do it from the Inspect menu for the province the units are in. Click on the source unit to get a green bar around it, then move the cursor over the destination unit. It will change to a "Men" cursor. Click on the destination unit and adjust the slider bar that pops up to how many you want to move. All the way to the right will max out the destination unit if possible.

I'm curious how one turns a conquered into a protectorate!?!

Liberate Province--it should be an option from the menu that pops up when you right-click on a province, but if you don't see it there, go to the Diplomacy screen, and select "Country Details" from the "View Relations" tab. Scroll down until you find the province you want, and click the "L" button.

How do you rally frequently? I thought rallying was automatic, and very rare for cavalry, after several turns resting in the rear. In my experience leaders are not a big help: in all my games I only remember one case of a general (Davout) rallying a unit.
BTW, have you ever got one of those random leaders after a 15000 casualties battle? From my data, P(new leader|big battle)=0.

I doubt that random leaders are sure to emerge.

Yes, I once got two at once. But there was no message (or one that wasn't obvious) that I had gotten them so it took me awhile to realize what happened!

Also, I have noticed rallying work to some degree, but not very often. Also, I've seen it where it would "rally", and then immediately break again. I guess I can live with that except that it's morale stayed at about a positive 2 but acted like it was still broken.

Rally?...I see in the manual you have to fortify a unit to get it to rally. The "f" key in detailed combat, never done that
Well reading the manual gives you a few clues sometimes and this manual is will writen if you ask me.

Well, if they included a freakin manual in the game (or at least made alt-tab work!) ... but we won't go there again.
