I'm just a bit dissapointed when it comes to the fog of war system. Is it really necessary that most of the map is blacked out. Given that each game turn equals one month in real time, wouldn't it be more realistic if you could at least see in what provinces there were soldiers outside the fortresses? The figure of a soldier without the strength bar would suffice. This is not a wish to help in my own strategic decisions, really. It's more so you can see what goes on with other nations wars. There's the reports of battles, yes, but it's difficult to get a general picture of things.

yes its a bit disapointing, also in hotseat multiplayer battles there is no fog of war at all

The fog of war sometimes lifts (between turns), during which all units (whether of allies or of opponents) and their interaction are visible. Does it happen by design?

hmm, in general I kinda like it. If you are emperor of Russia, and you have no diplomats or agents in Spain, how would you know where the Spanish army is located?

One idea would be to combine this with the rumours section. Ie, when you get a rumour that the Spanish fleet is at Cadiz, you'd see the an icon for the spanish fleet on the map in that province. Of course, it would be as accurate as the rumour. But since you have no spies or diplomats around, you wouldn't expect any better.

I suppose it could also be assumed that you have an embassy and a low-level diplomat in each major capital with which you are not at war. They could report to you troop movements that are obvious around the capital. And maybe this is where the rumours about what's happening in the rest of the country come from.
