After some tribulations I finally managed to obtain WitP (three cheers for wire transfer payment option ) so I’m playing test campaign.
So far I managed to get acquainted with things but what I can’t figure out is how to replenish mines on subs which I’m using on mine laying mission (I-121 to I-124).
I red the manual and according to it I should get subs in port and just replenish them from port but that doesn’t work (no mines are loaded at Saigon). I converted some AKs to Mine laying tenders but I’m not certain when they’ll arrive. Can anyone help?

This a known bug, probably. Change the TF mission to patrol or supply then change back to minelaying and replenish. This will load mines + torps in the tubes. Alternatively, disband the TF then reform as a minelaying TF. This will give you a full load of mines + mines in the tubes, i.e. no torps. This is the option if you don't intend to do any patroling after your minelaying

Saigon is not a large enough port without an MLE. Since there aren't any Japanese MLE's early on, you need to go somewhere like Sasebo. If you've already captured Singaport, that will work also. I think it has to be size 9 to reload sub mines. AS's only help with torps, not mines.

Firstly, replenish of mines in port can only happen in a size 9+ port with sufficient supplies.

Next, it takes 180 days to convert AK to MLE. Look in the Ship Availability screen, it will tell you how many days left before it is due.[Filter by AUX or sort by Type]

When using a MLE, it needs to be in a port (1+) with sufficient supply. It does not matter if it is in a TF or disband. Also, subs will only load off a MLE of the same nationality.

Replenishing a ML sub wont necessarily replenish torps to full capacity.

Sufficient supply in this case seems to be if base supplies > required, rather than 20K.
