This is a question i have that may fall under the
playability vs history thing. Russia and Austria in
particular were adverse to creating militia/Landwher
as they did not want thousands of armed peasants in
their own country. They also did not want them loose
after the war was over having military knowledge. This
is why at the beginning of the Napoleonic wars in these
two countries enlistment was usually for life. Units
of militia landwher were raised slowly at first and
only later in number. Would making a new class called
garrison troops be better? raised only to defend the
fortress/cities in their provice. In France and other
countries these were the depot/training battalions.
This would allow militia/Landwhere to be added to the
list of Advancements that could be chosen and in levels for the nations involved. Level one and then
level two for Austria and Russia. Level one, two,
and three (increasing levels) for Prussia and Spain
and Turkey. Level one only for Sweden and France.
Britian had tens of thousands of milita but they
were never sent overseas except as replacement for
line units. I know the Feudal level exists for new
units but this does not adequatly or historically
represent how militia/landwher were created and used.

Hmmm
the idea sounds interesting, and Eric may like it, but....

was reading some of the older posts and seen the complaints about the spelling, so did some searches for the spelling

funny, how you see it both ways, but they had the meaning of the word, and was surprised at what it really meant

Land´wehr`
n. 1. That part of the army, in Germany and Austria, which has completed the usual military service and is exempt from duty in time of peace, except that it is called out occasionally for drill.

learn something new every day

sorry about the spelling (landwher/landwehr/militia/
or Mom with a frying pan! LOL!) the point again i think is that there is too much militia all over the place.
They again are really country specific and garrisons
should be seperate from field armies are they were
not meant to go out and fight in the field. This does
not mean you cannot assign line troops to help enlarge
the garrison to hold out. Inf would add to the time
a city could hold out, cav less so, and artillery would
really help inflict casualties on attackers. I think
this would be better in the economic sense of the rules.

We considered having a garrison as distinct from a militia...basically an immobile militia unit. It might work well, but I think we'd save a big change like this for a sequel product.

Similarly, we also considered a scrappier version of the army...something like an "ad hoc army". It'd be cheaper and faster to build than an army but would be slower and less responsive to reinforcement calls.
