Chris This is "dice roll" and is explained in manual - aircraft that attack ships anchored in port (and that is "Port" attack against Pearl Harbour in your example) will only sometimes use their torpedoes - they will mostly use bombs. So... you suffered extremely bad "dice roll"... few days ago one other user had extremely good "dice roll" where all of his "Kate" torpedo bombers did launch torpedoes in Pearl Harbour attack... it's luck good/bad...
