Can you edit and change weapon stats after starting a new game or only before? If so how?

I�ve been doing more testing on the invasion support ships (LCI(R), ect�) and have found if I increase the 5� rocket range I actually get them to fire, suppress the defenders and help out the invasion now. The problem is I�ve been playing scen 15 for a long time and have reached early 44 but I never edited the rocket ranges before I originally started. I want to use these fine ships as they were supposed to be used: to launch flaming death at a defender and support an invasion instead of how they are currently modeled in the game (useless targets that do nothing but suck up incoming fire).
I understand that increasing the range is unhistoric or unrealistic but the current invasion routines IMHO don�t allow these ships to perform their intended mission which is unhistoric and unrealistic.
