Here's the deal: 1: Does the base that the aircraft are located at have 20,000 or more supplies? If yes, then replacements show up automatically at the base. If no, then go to 2 2: What HQ is the BASE assigned to (the base that houses the air group in question)? Go to that HQ (ie, Australia HQ if Port Moresby is assigned to Australia). Does the base that the HQ is located at have 20,000 supply? If yes, then go to 3 then air replacements are created here for the airgroup in question. If no, then no replacements are made. 3: Is the range of the HQ to the air group within normal transfer range of the plane type that is getting replacements? If yes, then the replacements show up in the base where the airgroup is located. If no, then the replacements show up in the base where the HQ is located in their own sub group. That's how it works. You can have a north pacific squadron located at Port Moresby (which is Australia HQ), then if the Australia HQ LCU is located at Perth, replacements will show up in Perth, assuming PM has less than 20k supplies and Perth has more than 20k supplies. It's the HQ of the BASE that matters.
