I'd be happy if someone could give me solid advice of how to get peace without total surrender. For exampel in my current game as Russia(96) I'm not allowed to go ahead and kick Prussias butt since we both are at war with England and Spain. The wars with those are a joke; England tried invading but of corse failed, Spain doing nothing. Probably they declared war because of growing russian power. I've tried to offer cease fire and even limited surrender but get turned down. Is it possible to negotiate or do I have to give in to them(ridiculous!!)? Or do I need to march my army to Madrid to be able to get land gains in former Poland ?

Follow up, in continued gaming I kicked their asses but I find it strange with the surrender rules. In turn first Spain and then England starts to surrender after I've occupied all of their territory : BUT do they surrender to me ? Of course not ! They give up to Turkey, Prussia which are weak and dont even have forces that are near their soil and dont pose any threat ! I have to wait another 6 months.

Is it impossible to at least give a bit of priority of surrender to the nation who has captured the capital ?

I agree, I wish I knew the answer. I have experienced a similar, frustrating problem. Example - - playing Prussia, Sweden declares war. Denmark is a protectorate of Russia. Sweden sends weak army after weak army through Denmark. I keep destroying them, taking huge numbers of captives. But, I have no fleet and can't march through Denmark as any time I put troops there, Russia issues a "remove them" ultimatum and I don't want to fight Russia. I can't get Sweden to surrender, 'cause I can't get an army up to their lands.
I end up having, literally, about 20 Swedish divisions as POWs. I try to starve the prisoners, to eliminate them, but I either have to starve my own tropps guarding them, or I have to leve them loose, to be rescued.
There ought to be a function whereby a nation which is being defeated in battle, again and again, surrenders to the nation which is kicking its butt.

a) You can force a nation to surrender by pushing their NML down to -750 or so. Big battles and occupying their capital are the usual ways.

b) In 1.2, you can negotiate for a surrender - offer a treaty to the other party that does include surrendering (one way or the other). It can be hard to get something they will agree to, but have a go. You can't set any specific terms for the surrender itself, though.

I did this with a country lately...I was playing Britain. I just wanted to get out of the war since I was busy elsewhere so I offered cash and a mainland province as an inducement. They accepted it, and I thought that would be that. Surprisingly on the next turn I had lost Gibralter. Why they'd want poor Gibralter when I had places like Ireland to lose I'll never know.
