During the prewar years, with the budgets being low, the requirements for pilots were low, as there were only so many slots to fill (not many) and a lot of applicants. This allowed the air services to be very picky on who they chose to enter pilot training. So, while not the infamous 8-900 hours of flying hours and "I flew in China for some time and shot down some fools in surplus Soviet planes" of the IJN/AF, the Allied pilots (mainly on the American side) were not all newbies out of flight school either.
